The speed limit sign and the "hump" warning sign are typical of European road standards. The architecture, including the specific style of the concrete wall and the roof of the building in the distance, strongly suggests Eastern Europe. The dense overhead wiring is also very common in countries like Romania or Moldova. I suspect this is in Romania. I am 40% sure.

The concrete wall with arched patterns is also a common sight in Romanian suburban or residential neighborhoods. The dense cluster of overhead utility wires is a hallmark of many Romanian towns. I am now 70% sure this is in Romania.
