The language on the billboard is Polish ("Twoje krwiodawstwo ma znaczenie"). The architecture, road markings, and general urban environment are characteristic of a medium-sized Polish city. The presence of specific bollards and the style of the street lamps strongly point toward Poland. I am quite confident this is in Poland, likely in a city like Bielsko-Biała given the mountainous terrain visible in the distance.
