The sign on the building clearly says "Kindergarten Österreich," which points directly to Austria. The presence of a modern tram system and the specific "30 Zone" sign style are characteristic of Austrian urban planning. The architectural style of the building and the overall urban environment suggest a newly developed area. I am quite confident this is in a major Austrian city, likely Vienna.
