The architecture and the yellow taxi suggest a major city in Brazil. The concrete overpass structure is very characteristic of urban highway infrastructure in cities like São Paulo or Rio de Janeiro. The vehicle models and the general urban decay on the wall point towards a South American metropolitan area. I am fairly confident this is in Brazil.

The yellow taxi and the "Borracharia" sign confirm this is definitely Brazil. The massive concrete overpass structure is highly distinctive, resembling the elevated highways found in Rio de Janeiro, such as the Perimetral or similar urban viaducts. The architecture and the specific style of the street-level shops are very typical of the older, industrial-adjacent parts of Rio. I am now quite certain this is in Rio de Janeiro.
