The watermark at the bottom explicitly says "www.praha.bahai.cz", which points directly to Prague, Czech Republic. The architecture, including the cobblestone courtyard and the style of the buildings, is consistent with historic European urban centers. There is a sign with a large 'K' and a statue of a wolf or similar animal on a roof, which are specific local landmarks. I am very confident this is in Prague.
