The road markings and signs, including the "Tallinna Hamba-" text on the van, strongly point to Estonia. The architecture and the specific signage style are characteristic of Tallinn. I see a sign for "House Haldus" and "Idestate," which are Estonian business names. The environment looks like a central or semi-central district in the capital. I am very confident in this location.

Country: Estonia, City: Tallinn.
