The road markings and the general infrastructure, including the tall, slender streetlights and the wide, multi-lane road, strongly suggest a Northern European setting. The white dashed lines and the overall landscape feel characteristic of the Baltic region. The overcast, misty weather is also typical for this area. I suspect this is in Estonia, likely near Tallinn, given the road layout. I am reasonably sure about this location.
