The road markings and the general landscape, including the overcast sky and vegetation, strongly suggest a Northern European setting. The van's license plate style and the road infrastructure are consistent with the Baltic region, specifically Estonia. The road design with the central median and surrounding park-like area points towards a suburban or outskirts development in a city like Tallinn. I am reasonably sure this is in Estonia.
