I see a red-earth road and vehicles driving on the left side, which is common in East Africa. The watermark "THE PEARL OF AFRICA" is a strong clue, as that is the famous nickname for Uganda. The architecture, the presence of boda-bodas (motorcycle taxis), and the general landscape are very characteristic of Ugandan towns. I suspect this is in or near a town like Mbarara or Masaka. I am reasonably sure about the country.
