The environment is dusty and unpaved, with low-rise buildings that suggest a developing region. The architecture and the general atmosphere point towards East Africa, specifically Ethiopia. The dry vegetation and the light quality are consistent with the Ethiopian highlands. I suspect this is a street in a town or city like Addis Ababa or a similar urban center in Ethiopia. I am moderately sure of this location.
