The architecture, particularly the distinct, large, angular building on the right, is highly characteristic of modern Japanese urban infrastructure. These features strongly point towards a major city in Japan. I am fairly confident this is in the Osaka or Kobe area.

The green highway sign confirms this is Japan. The unique, large, angular building on the right is the Osaka Prefectural Gymnasium (Edion Arena Osaka). I am driving on an elevated expressway in central Osaka. The surrounding urban density and the specific architecture of the arena make me very certain of this location.
