The scene explicitly displays "OSLO KOMMUNE" and "Bymiljøetaten" on the overlay, which are clear indicators of Oslo, Norway. The road markings and the general landscape are consistent with the outskirts or residential areas of Oslo. The sun position suggests it is either early morning or late afternoon in a northern latitude. I am very confident this is in Oslo, Norway.
