The Cyrillic script on the signs, specifically "МАЛКИЯТ CORECOM" and the parking sign, strongly points to Bulgaria. The architecture and the snowy, clear-sky winter conditions are very characteristic of Bulgarian cities. The style of the buildings and the urban layout suggest a residential area in a major city like Sofia. I am fairly confident this is in Bulgaria.
