The scaffolding and the general urban environment look very characteristic of Germany. I see a sign that uses a specific German style for traffic directions and street information. The architecture of the building nearby and the general road layout point toward a central European city. I suspect this is in Berlin, given the specific style of the construction barriers and the surrounding greenery. I am reasonably sure of this location.
