The snow, architecture, and the "Cactus Bar & Dinner" sign suggest a European city, likely in a region with cold winters. The style of the building and the urban density point towards a Central or Eastern European capital. The signage is in Latin script, and the overall aesthetic feels very characteristic of a city like Sofia, Bulgaria. I suspect this is a central street in Sofia where such cafes are common. I am fairly confident in this assessment.
