The street sign says "Via Arteria" and the mural explicitly mentions "Antioquia," which strongly points to Colombia. The architecture, tropical vegetation, and the style of the mural are very characteristic of the Medellín metropolitan area. The yellow license plate on the Mazda is consistent with Colombian vehicle registration. I am quite confident this is in the Antioquia department of Colombia.
