The cars are driving on the left side of the road, which is a strong indicator for Ireland or the UK. The sign on the right has a red border and white background, typical of Irish regulatory signs. The construction hoarding mentions "Ronan Group Real Estate," a firm based in Dublin. The architecture and the port-side location suggest the Dublin Docklands area. I am quite confident this is in Dublin, Ireland.
