The billboard uses the Cyrillic alphabet, specifically the phrase "СВАЛЯМЕ ЦЕНИТЕ," which is Bulgarian for "we are lowering the prices." The architecture of the large apartment blocks is characteristic of Eastern European urban residential areas. The prominent mountain in the background strongly suggests Sofia, which sits at the foot of Vitosha Mountain. The driving side is on the right. I am quite confident this is in Sofia, Bulgaria.
