The sign clearly says "INTERNATIONAL HOUSE SOFIA" and "www.ihsofia.bg", which points directly to Sofia, Bulgaria. The Cyrillic text on the building confirms the location. The architecture, winter climate, and general urban feel are consistent with the capital of Bulgaria. I am very confident in this location.
