The architecture, with its distinct northern European style and corner building, strongly suggests Finland. The signage on the green building includes the word "HELAKAUPPA," which is Finnish. The traffic signs and road markings are typical of Nordic countries. The clear blue sky and low sun angle indicate a crisp, possibly spring or autumn day in Helsinki. I am quite confident this is in Helsinki.
