The street sign clearly says "ЕСЕНТАЙ" (Esentai) in Cyrillic, which is a strong indicator of Kazakhstan. The yellow overhead gas pipes are a very common feature in residential areas of post-Soviet cities. The architecture and the green corrugated metal fences are typical of suburban Almaty. I am quite confident this is in Almaty, Kazakhstan.
