The architecture of the large, flatiron-style brick building is very distinctive and looks like Montreal. The orange construction cones and the general urban layout strongly suggest a Canadian city. The street signs and overall atmosphere point towards a major French-Canadian urban center. I am fairly confident this is near the Old Port or downtown area of Montreal.

Country: Canada, City: Montreal. I am 80% sure.
