The architecture, with its distinct steep-roofed apartment buildings and dormer windows, strongly resembles Nordic styles. The overcast sky and the specific design of the streetlights are common in Iceland. The traffic lights are positioned on the far side of the intersection, which is typical for the country. I suspect this is Reykjavík, Iceland. I am moderately sure.

The overcast sky and sparse, hardy vegetation are very characteristic of the Icelandic landscape. The traffic light configuration and street layout further support my initial assessment of Reykjavík. I am quite confident this is in the capital area of Iceland.
