The sign displays English text ("16 OCTOBER - 13 NOVEMBER") in a modern, public architectural setting. The style of the building and the surrounding park-like environment suggest a major city in an English-speaking country, likely Australia given the aesthetic. I see a large, modern concrete structure with a plaza, which is characteristic of the Arts Centre Melbourne area. The date range and the general vibe match public event signage often found in the Southbank precinct. I am fairly confident this is near the Arts Centre in Melbourne, Australia.
