The architecture, specifically the "Hat City" sign and the industrial style of the building, points towards South Africa. The Shell gas station and the overall urban layout are consistent with major South African cities. The presence of a "To Let" sign is common in this region. I suspect this is in Johannesburg, given the urban density and infrastructure. I am moderately sure of this location.

The presence of a "Muchachos" restaurant and a Shell station aligns perfectly with the urban landscape of central Johannesburg. I am very confident this is in Johannesburg, South Africa.
