The green street sign clearly displays "GuangFu N. Rd." in both English and Traditional Chinese characters. This indicates a location in Taiwan, specifically Taipei where Guangfu North Road is a major thoroughfare. The prevalence of scooters and the specific style of the traffic lights and signage are highly characteristic of this city. I am very confident in this identification.
