The image is upside down, but I can see a "Fox" sign and cars driving on the left side of the road. The architecture and the style of the license plates strongly suggest South Africa. The urban setting with modern office buildings points towards a major city center. I suspect this is Johannesburg, South Africa, given the "Fox" branding which is common in the financial district. I am moderately sure of this location.

The license plates clearly show "GP," which confirms the Gauteng province in South Africa. The urban density and office-style architecture are consistent with the Johannesburg CBD. I can see the "GP" suffix on multiple vehicles, reinforcing the location. I am very confident this is in Johannesburg, South Africa.
