The yellow warning sign with a black triangle is characteristic of European safety signage. The green metal poles and the specific texture of the wall paneling strongly suggest a subway or train station environment, likely in the UK or a similar European transit system. The motion blur makes it difficult to pinpoint exact text, but the overall aesthetic is very familiar for London Underground stations. I suspect this is a station platform in London, England. I am moderately sure.

The sign clearly says "SERVOSCALA IN MOVIMENTO," which is Italian. The color scheme and design of the station walls are iconic to the Milan Metro (Metropolitana di Milano), specifically Line 2 (the Green Line). The platform architecture and the specific type of wheelchair lift are very characteristic of these older stations. I am very confident this is in Milan, Italy.
