The sign on the building clearly says "Scotts Square," which is a well-known shopping mall. The tropical vegetation and the presence of a "Grand Hyatt" sign in the background strongly point toward a major Southeast Asian city. The architecture and the general urban vibe are characteristic of the Orchard Road shopping district. I am very confident this is Singapore.
