The street sign clearly says "Rua Senador Furtado," which is Portuguese, pointing strongly toward Brazil. The architecture, the style of the street signs, and the "Normalista" branding are very characteristic of Brazilian urban centers. The 40 km/h speed limit sign and the general road layout confirm this is a typical residential or commercial street in a large Brazilian city. I suspect this is in Rio de Janeiro, given the street name's prominence there. I am fairly sure of this location.
