I see Japanese script on the signs, specifically mentioning "Waseda" on the street lamp banner. The architecture and the style of the street lamps are characteristic of a Japanese urban environment. The white van and the general layout of the road confirm this is Japan. I suspect this is near Waseda University in Tokyo. I am quite confident in this location.
