The tram tracks and the architecture, characterized by functionalist buildings and stone retaining walls, strongly suggest a Nordic city. The presence of snow and the low sun position indicate a northern latitude during winter. The "W-care" sign and the overall urban layout are typical of Helsinki, Finland. I am fairly confident in this location.
