The road markings and the presence of Japanese script on the building clearly indicate Japan. The sign explicitly says "SENDA," which strongly points to Sendai city. The architecture and the specific style of the pedestrian guardrails are very characteristic of Japanese urban environments. I am quite confident this is in Sendai.
