The concrete fence with the lattice pattern is very characteristic of Eastern Europe. The "PL" marking on the electrical box suggests a utility or location identifier common in Romania. The presence of snow and the general architecture point to a cold, urban residential area in that region. I suspect this is in Romania, likely in the Bucharest metropolitan area. I am fairly confident in this assessment.
