The road markings and the style of the apartment buildings suggest a location in Eastern or Central Europe. The trees and vegetation look like a temperate climate, typical of the Baltic or Slavic regions. The paved sidewalk and general urban layout feel very characteristic of Poland or perhaps Lithuania. I suspect this is in a residential area of a Polish city. I am moderately sure of this region.

The sign clearly reads "Akademickie Centrum Komputerowe Cyfronet AGH," which confirms this is in Poland. AGH refers to the AGH University of Science and Technology, located in Kraków. The architecture and the specific name of the facility point directly to the campus area in Kraków. I am very sure of this location.
