The vehicles are driving on the right side of the road. The signage and text on the building are in Korean, specifically "구방부청사어린이집" (Ministry of National Defense Government Complex Daycare Center). The infrastructure, such as the crosswalk markings and streetlights, is characteristic of South Korea. I am very confident this is in South Korea, likely near a government facility in Seoul.
