The scene shows a multi-lane highway with right-hand traffic, typical of the United States. The presence of palm trees, a concrete barrier with graffiti, and the bright, clear sky strongly suggest Southern California. The architecture and vegetation are consistent with the Los Angeles metropolitan area. I am fairly confident this is in or near Los Angeles, California.
