The cars are driving on the left side of the road, and the yellow license plates are characteristic of the United Kingdom. The road markings, specifically the white dashed lines and the layout of the street, strongly suggest a British urban or suburban environment. The presence of a large bank of daffodils on the verge is a classic sign of early spring in the UK. The architecture of the brick houses on the left also fits the typical British residential style. I am fairly confident this is in the United Kingdom.

The "Searchlight" sign on the building is a strong clue, as Searchlight Electric is a well-known lighting company based in Manchester. The overcast sky and the general infrastructure, including the street lighting poles, are very typical of a UK industrial or commercial estate. The yellow license plates confirm the UK location. I am quite sure this is in the Greater Manchester area.
