The road markings and the style of the apartment blocks strongly suggest a location in Eastern Europe, likely Lithuania given the specific architecture of these Soviet-era buildings. The blue street sign is consistent with Lithuanian signage standards. The surrounding vegetation and the clear, bright sky point toward a summer day in a Baltic climate. I suspect this is in Vilnius, Lithuania. I am moderately sure of this location.
