The street sign clearly says "Alexander St." and the building on the right is labeled "Burrard Iron Works." This combination points strongly towards the industrial waterfront area of Vancouver, Canada. The mountains in the distance and the overcast Pacific Northwest climate confirm this location. I am very sure of this city and neighborhood.
