The road signs clearly point to Narva, Tartu, and Pärnu, which are major cities in Estonia. The sign also mentions "Lasnamäe," a large district in the capital city, Tallinn. The driving side is on the right, consistent with Estonian traffic laws. The infrastructure and signage style are very typical of Northern/Eastern Europe. I am very confident this is in Tallinn, Estonia.
