The watermark "EXPLORE UGANDA THE PEARL OF AFRICA" is a major clue. The architecture of the building behind the gate looks like a colonial-era government or administrative structure. The red soil and tropical vegetation are highly characteristic of the region. I suspect this is near the Parliament or a major state building in Kampala. I am fairly confident in this location.
