The scene shows a residential urban area with Soviet-style apartment blocks and lush greenery. The text "Georgia" is visible at the bottom of the image, which is a strong indicator of the country. The architecture, the specific style of the blue dumpsters, and the general urban layout are highly characteristic of Tbilisi. I am quite confident this is in the capital of Georgia.
