The police cars and the style of the buildings strongly suggest the United States, specifically a major city. I see a sign for a "Federal Building" and a distinctively shaped courthouse in the distance that looks like the Thurgood Marshall United States Courthouse in New York City. The surrounding streets and the density of the buildings point directly to Lower Manhattan. I am very sure this is New York City, near Foley Square.
