The road markings and driving side suggest right-hand traffic. The sign on the gas station clearly says "ПЕТРОВИС" (Petrovis) in Cyrillic, which is a well-known fuel chain in Mongolia. The architecture, snowy landscape, and urban skyline are highly characteristic of Ulaanbaatar. I am quite confident this is in Mongolia.
