The architecture of the pylon and the surrounding water suggest a Nordic environment, likely Finland. The overhead wires indicate this is a tram or light rail bridge. The clear, bright sky and the people dressed in light jackets suggest a cool but pleasant day. I am fairly sure this is the Kruunuvuorensilta in Helsinki.
