The police vehicle says "POLICIA" and "DE TU LADO," which is typical for Argentina. The "GOMIENZA" sign and the "E" in a red circle indicate a no-parking zone, consistent with Argentine traffic signage. The architecture and the style of the storefronts strongly suggest a city in Argentina, likely in the Buenos Aires metropolitan area. I am fairly confident this is in Argentina.
