The vehicle is driving on the right side of the road. The yellow line on the left and white line on the right are typical of North American highways. The architecture of the apartment building looks very characteristic of the Pacific Northwest, specifically the style found in British Columbia or Washington state. The overcast, rainy weather and the surrounding coniferous trees further support a location in the Cascadia region. I suspect this is in the Vancouver area of Canada.

The architecture of the building on the left with its distinct tower-like structure and the yellow-sided building on the right are very specific. The road markings and the overall damp, grey atmosphere continue to point strongly toward the Pacific Northwest. The style of the "No Parking" sign on the wooden pole is standard for North America. I am increasingly confident this is in the Vancouver, British Columbia area, likely near a major transit corridor.
