The rugged rock face and tropical vegetation point toward a mountainous, humid climate often found in the Andes. The specific style of the utility pole and the graffiti markings are common in urban or semi-urban areas of Colombia. I suspect this is in a mountainous region of Colombia, possibly near Medellín. I am somewhat sure.

The road continues through a steep, rocky cut, which is very characteristic of the winding mountain highways in the Colombian Andes. The vegetation is lush and tropical, consistent with the lower-to-mid elevations of the Aburrá Valley. The road quality and the way the rock face is exposed are typical of the routes leading into Medellín. I am becoming more confident that this is in the Antioquia department of Colombia. I suspect this is near the outskirts of Medellín. I am quite sure.
