The driving side is on the right, and the architecture of the houses, specifically the craftsman-style homes, strongly suggests the United States, likely the Pacific Northwest. The "RAPID Natural Hazards Reconnaissance" sticker on the vehicle is a strong clue, as this organization often documents earthquake damage in places like California or Oregon. The dry vegetation and clear blue sky point to a summer day in a temperate climate. I suspect this is in a city like Portland, Oregon, or perhaps northern California.
